A cell phone company that caters to older consumers may have a recession-proof expansion plan.  Next month, Tualatin-based Consumer Cellular Inc. will start selling its cell phones and service plans in a dozen Sears and Kmart stores between Longview, Wash., and Salem.

The company’s service plans start at $10 per month. There are no contracts, and no charges for roaming or long distance. There’s also no Internet browsing, and services are limited to basic features such as call waiting and text messaging.
